The Vagabond is tricky, because the best way to sideline her is to just batter her off the map relatively early on. But that's also sort of cruel, because the Vagabond is so weak and incapable of earning points at that stage of the game that it feels like stealing candy from a toddler and then kicking them over as well.
But, yeah, if you're not careful, they have a good shot at winning any game, no matter the disposition of the board.
It really is, especially because of how tightly designed the game is. Wasting a turn to attack the Vagabond may unravel all your plans! But leaving the Vagabond alone may cause you to lose!

I've played a lot of Root. It's great. In my experience, the big threat has always been The Vagabond popping off with relative impunity.
